Ultimate Mailing Lists is an administrator component, made to help you organize your contacts into contact lists, and manage them through a central frame.
Further than that, it can be used to send emails/newsletters/invitations/etc to subscribed users (and even unsubscribed ones), and generally used as an email sending application.
